Uruguay: the role of international consultancies

This article approachs the importance of international consultancies in the 1970s, most of them carried out during the government of the military dictatorship that was established in Uruguay in 1973. Because of what took place in a context of extreme political complexity, social and economic where a priori it could be considered that the tourist activity did not have a significant interest.
It will be analyzed if these consultancies contributed in the planning process as well as in the political decision making during the period and what degree of success they had in the implementation of any of the actions, placing special emphasis on the determination of tourist regions (already existing or new) and generating tourism territories -which in some cases can be said to remain until today- and incorporated into the Uruguayan tourist system.
