Abstract

Inspired by Mexican socialism of the 1920s, Lázaro Cárdenas pulled off a comprehensive reform of the State. His populist administration implemented policies and provided resources and means for the expansion and improvement of the Mexican health system with actions that fit within the logic of primary health care. The Six-Year Government Plan was established as one of the main political tools in this transformation process.
