The implementation of the ISWM model in the MAB: conceptual and methodological contributions of the socio-technical approach based on the case of the municipality of Quilmes

Abstract

Starting from a sociotechnical approach, which considers the material, normative and symbolic inscription of technologies understood in a broad sense (of product, process and organization), my research seeks to reconstruct and analyze the trajectory of the implementation of the GIRSU model in the Municipality of Quilmes, identifying its continuities, discontinuities, ruptures and innovations both in relation to the municipal waste management policy and in terms of its integration into the Metropolitan Area of Buenos Aires (MABA). In this way, I present as a comparative key three constitutive sociotechnical alliances of this trajectory, identifying the interaction between actors, interests, agendas and technologies involved in the implementation of GIRSU. Before assuming the univocal character of this model, my work highlights the different modalities that assume the definition of its objectives, scope and problem/solution dynamics, as well as the consequent differential materialization of actions in the territory. In broader terms, my work seeks to contribute to a greater understanding of the functioning/non-functioning processes of public policies that seek to promote dynamics of inclusive and sustainable development in complex territories such as the MABA.
