Abstract

The ecosystem of the Chaco Semiárido or Chaco Seco subregion, in the sector of the Chaco province corresponding to the departments of General Güemes and Almirante Brown where the Impenetrable Forest region is located, is subject to a high deforestation process due to the advance frontier agriculture, intensive livestock systems and the real estate business. Within the framework of the National Biodiversity Strategy (2016-2020), Chaco adopts the design of biological or biodiversity corridors to improve the state of conservation and sustainable use of flora and fauna, in addition to guaranteeing well-being and quality of life of the people who inhabit the territories. In agreement with the National Parks Administration, Chaco designs the provincial corridors, plans the Strategic Plan for the Dry-Impenetrable Chaco Rural Corridor and begins its implementation through the promotion and development of six Strategic Axes: Knowledge management, Sustainability Production, Legal Framework, Intersectoral Alliances, Governance and Participation, and Communication, all of them transversal and integrated into the lines of action proposed within the Plan. The present work proposes, through four indicators, to determine how the National Fund for the Enrichment and Conservation of Native Forests Under Law No. 26,331 was implemented in the Rural Corridor of the Dry-Impenetrable Chaco in the period 2010-2019, where This Annual Fund, through compensation to owners of public or private land with native forests, becomes a management tool tending to success as a biodiversity conservation strategy complementary to the management of protected areas.

Walter Hugo Lescano, Universidad Nacional de Quilmes

Ingeniero Forestal Walter Hugo Lescano egresado de la Facultad de Recursos Naturales de la Universidad Nacional de Formosa; con posgrado de Especialista de Evaluación Ambiental de la Facultad de Arquitectura y Urbanismo; Universidad Nacional del Nordeste. Fue docente de la Carrera Técnico Forestal, Cátedra de Dasometria, Silvicultura de la Facultad de Agroindustrias, Universidad Nacional del Nordeste Presidencia Roque Sáenz Peña. Ejerció las funciones de técnico extensionista para el Departamento General Güemes; coordinador el área técnica formada por ingenieros de la repartición; coordinador de la implantación del Fondo Nacional de Bosques de la Ley Nº26331; y como director a cargo de Dirección de Bosques de la Provincia del Chaco. En la actualidad se encuentra a cargo de la Dirección de Bosques Nativos y Corredores de Biodiversidad del Ministerio de Ambiente y Desarrollo Territorial Sostenible de la Provincia del Chaco. Alumno de la Maestría en Ambiente y Desarrollo Sustentable de la Universidad Nacional de Quilmes.
