How are relevance, pertinence and demand for scientific-technological research defined? Oriented agendas and academic evaluation in Technological and social Development Projects (PDTS)

This article proposes to analyze a scientific policy tool launched in 2012, the Technological and Social Development Projects (PDTS), addressed in recent works in the field of Science, Technology and Society (CTS), in light of new findings and bibliographic contributions. Specifically, we will address two resources that re-signified the PDTS and allow a critical look at current scientific policies: evaluation and its stakeholders, and the definition of criteria of local novelty, relevance, pertinence and demand that make up the content of science produced. The chosen methodology is based on the descriptive analysis of the documents and theoretical reviews of previous works. As possible conclusions, we consider that the PDTS allowed us to think contents of work and scientific research that were determined by the actors involved in the evaluation that did not come, only, from the academic world; In this way, the relevance and / or pertinence of the topics could be given by an extra-academic sector that prioritizes the social utility of that knowledge.
